The evaluation of the pilot projects “Bürgerarbeit” aims on the one hand to identify the motives of the job center for participation or non-participation and the differences in the various concepts of the pilot projects. On the other hand, the effects of the activation phase and the employment phase are on the goal of integration into the first labor market are examined. The selection into the employment phase and the effects of the coaching during the employment phase will be considered in the analyses. The topics will be investigated by the following methods: Implementation analyses, descriptive analyses of the participants, effect analyses and efficiency analyses.
The final report was published in November 2015. The evaluatioon results show that the activation phase was successful integrating participants into the first labour market and reducing the benefit recipiency. The employment phase of the pilot projects though reduced the propability of integration into the first labour market. However the employment phase improved the participants’ social integration and interaction. Due to the negative employment effects of the employment phase the pilot projects “Bürgerarbeit” were not efficient.
